- Higher education institutions across the world are facing enormous challenges. Apart from ongoing decrease in public funding, institutions are faced with new challenges such as: increasing productivity and efficiency with declining funding (Mouwen 1997, Rolfe 2003, Brown 2011); ongoing changes in government policy driven by political agenda to revolutionise tertiary education particularly in the Australian context; growth of student numbers in higher education; competition between different kinds of providers; increased use of technology in learning; the changing needs and expectations of students and other university stakeholders; increasing demand to improve the quality and standard of higher education to meet the current and future needs of the society (Middlehurst 2001, Gross Stein 2007, Filippakou and Tapper 2008, Fullan and Scott 2009). Apart from the external drivers, universities also face numerous challenges based on internal changes within the institutions. They include: change in university leadership; ongoing restructures and reforms; ageing workforce and the difficulty of recruiting and retaining quality academic leaders (Hugo 2005, Bosetti and Walker 2009); and inherited traditional public sector management styles and institutional governance structures and decision-making processes in institutions leading to slow change processes.
